Step 1: Identifying a Potential Development Site

Every development begins with land. But finding a property for sale is very different from finding a property that works for development.

Step 6: Municipal Planning Approvals

Not every project requires every approval. The specific process depends on the site, existing permissions, proposed development, and municipality.

Step 7: Site Plan Approval and Detailed Coordination

This can involve unit turnover and deficiency correction, tenant occupancy, property management, operating systems, rent collection, building maintenance, and final project closeout.

A rental property is generally considered stabilized once it has reached a sustainable level of occupancy and established normal operating performance. At this point, the project has transitioned from development into an operating real estate asset.

How Long Does Real Estate Development Take in Ontario?

There is no universal timeline. The duration depends heavily on factors such as project size, existing zoning, required planning approvals, municipal review, site complexity, environmental or servicing issues, financing, construction type, and market conditions.

A relatively straightforward project using existing permissions may progress much faster than a project requiring substantial planning changes or complex infrastructure. This is why experienced developers spend considerable time evaluating approval and execution risk, not simply construction cost.
